The display setting in vista are set up quite a bit different than previous versions of windows. The settings can be accessed either thru the control panel, personalization icon or by right clicking an empty spot on the desktop and clicking personalize.

Starting at the top, if you click on Window Color and Appearance you will get the screen where you can adjust the aero settings if aero is available or you will get the appearance window.

The rest of the categories are the same way, they open windows that correspond to what used to be tabs on the display properties windows in previous versions of windows. Desktop background gives you

Mouse

Themes

and Display Settings opens up the old Settings tab.
On the left hand side of the main window you can change which icons appear on the desktop and adjust the size of the type you see.
